From Yes2DotAfrica to Digital Capacity: The Institutional Pivot

How a continental digital identity initiative evolved into structured programs for governance literacy, innovation, and inclusion.

Yes2DotAfrica Campaign began as a continental initiative centered on digital identity and participation in the global domain name system. Over time, the experience expanded beyond a single string or application process.

It evolved into a broader institutional understanding. The transition from advocacy to programmatic structure marked a new phase for DotConnectAfrica.

From Campaign to Institutional Learning: The DCA Digital Academy was born.

Participation in multistakeholder governance processes exposed structural realities:

  • Institutional decision-making frameworks
  • Accountability mechanisms
  • Policy interpretation and compliance processes
  • The complexity of global governance institutions

These insights informed a shift in strategic focus. Rather than remaining focused on registry outcomes.  The organization expanded its efforts to strengthen African participation capacity.

Capacity as Infrastructure

Digital sovereignty is often framed in terms of infrastructure ownership. However, infrastructure includes:

  • Human capital
  • Governance literacy
  • Technical competence
  • Policy awareness
  • Institutional confidence

This broader view shaped the next phase of development.

The Expansion of Structured Programs

1. DCA Digital Academy

Designed to support digital skills development and institutional literacy, the Pan-African Academy focuses on preparing participants for participation in evolving digital ecosystems.

2. Corporate Tech Boot Camp

A pan-African structured training model supporting workplace readiness and practical technical engagement.

3. Miss.Africa Digital

A pan-African seed-fund initiative supporting women-led innovation across multiple African countries, expanding participation in technology leadership.

4. DCA WebForum

A pan-African dialogue platform facilitating structured discussion around emerging technology, policy, and governance issues affecting Africa’s digital landscape.

Lessons from the Governance Phase

The Yes2DotAfrica Campaign chapter demonstrated:

  • The importance of procedural literacy
  • The value of multilingual engagement
  • The necessity of institutional resilience
  • The need for local technical ecosystems

These lessons inform current initiatives.

The Six-Year Yes2DotAfrica Campaign represents a foundational chapter in Africa’s digital governance history. The current institutional programs led by DCA Digital Academy reflect continuity, extending the initial principles into structured, long-term capacity-building programs. In practice, digital sovereignty is cumulative.  Since its inception, the DCA Digital Academy has won numerous awards in recognition of its innovative digital skills programs, impactful talent development initiatives, and dedication to empowering African youth and women in technology.
